- All tributary streams of the Kiewa River and the Kiewa River upstream of the pondage at Mt Beauty, including the pondage.
A Streamflow Management Plan (SFMP) has been drafted for the Kiewa River. The plan is outlined in the report of February 2002 prepared by the Kiewa River SFMP Consultative Committee. The rules set out below will apply until the SFMP for the Kiewa River is approved.

Trade of Water Share from a Regulated zone to an Unregulated zone will only be transferred as a 'Winter-fill licence', and the licence will not be operative until the next 1 July. |
- All trade to or from zone 190 will occur at an exchange rate of 1.00 with the exception of trade with zone 6.
- If water is sold from zone 190 to zone 6, the buyer will receive 0.81 ML for every 1.00 ML sold from zone 190.
- If water is purchased from zone 6 and transferred to zone 190, the buyer will receive 1.19 ML for every 1.00 ML sold from zone 6.
